If you don't like the order of the buttons in a Jira ticket that is auto generated in Jira workflow for each state, you can change the order by performing the following steps:

1. Edit the desired workflow
2. Select the first transition that you'd like to show up as the first button
3. Select properties to the right
4. Add Property Key as follows: “opsbar-sequence”
5. Add Property Value: “10”
6. Repeat above steps 2-5 for additional transitions from the desired state increasing the Property Value
7. When done, save the workflow
